Kinley continues to proudly honour local Lilydale Veterans naming thirteen streets within the estate after their service in the Great War, World War Two and their contribution in the local community.
Ahead of Anzac Day 2024 we have installed a further six streets at Kinley – Scales Way, Flanagan Cresent, Templar Lane, Varty Way, Bolger Walk and Daniels Street. You can read the stories behind the service men below.
“The street names are a way of paying tribute to the courage and sacrifice of the Anzacs and educating the community about their stories” said Intrapac CEO Maxwell Shifman. “It’s an important part of our history and Kinley is proud to showcase these individuals and honour them for generations to come. We thank everyone involved in this important project especially The Lilydale District Historical Society who have been key to bringing this idea to fruition.”
Intrapac Property in conjunction with the Lilydale District Historical Society and Yarra Ranges Council worked together to bring this vision for Kinley to life, now proudly displaying twelve street signs in 2024.
The names of the service men have been endorsed by the respective armed forces and will permanently display the individuals full name, service number and badge they served for amongst the streets of Kinley.

Scales Way
Frederick William Scales
Scales was born April 9 1909 and lived on Main St Lilydale until 1950 and worked as a labourer. Scales enlisted on October 23, 1939, Service No. was VX5443 and was promoted to Corporal in the 2/7 Australian Infantry Battalion. Scales was captured in Greece and listed as a prisoner of the war on June 6, 1941. He was sent to Starlag1 8D, 18B and 18A and returned to Britain on May 28, 1945. Frederick died on January 1, 1980, and is interred at Lilydale Cemetery.
Flanagan Crescent
James Edward Flanagan
Flanagan was born August 12 1912 in St Kilda to George Thomas Flanagan and Elsie Louise (Harms). James was a laborer in Lilydale and lived on Warburton Rd.
He enlisted in Port Moresby with the 39th Australian Infantry Battalion – Service No. VX105397. He married Elva Janet Yates in 1948 and was employed as a Lime Grader at Cave Hill Quarry. James and Elva had 2 children - Robert James (1952-1952) and Margaret Janet (1954-1955). Later on, they had two other children - John and Viv. In 1968 they moved to Bentleigh where he was employed as a clicker.
Templar Lane
Douglas Templar
Templar was born October 14, 1916, in Sydney son of Arthur Driver and Ethel (Midson) Templar. In 1938 Templar married Margaret Ethel Armstrong in Melbourne and enlisted in the RAAF, Service No. 430697.
Templar was commercial traveler for the David Mitchell Estate and at the time of his death gave his occupation as a secretary.
After his war service, Douglas married and settled down in St Kilda. On September 14, 1946, his car was struck by a train, and he was unfortunately killed. The accident happened because Douglas swerved to miss hitting a young child who ran in front of his car in St. Kilda Road.
He was interred at the Springvale Crematorium.
Varty Way
Keith Varty
Varty is the son of Joseph Varty & Edith Florence (Parker) was born August 18, 1923 in Lilydale. The family lived on Inverness Rd, Mt Evelyn and was well known in the area moving from market gardening to timber work and worked for Cave Hill Estate. When Varty enlisted in the Australian Army Medical Corps (March 19, 1941) he gave his date of birth three years earlier so he could enlist without his parent consent - Service No. VX51754. After his discharge he moved to Western Australia where he married in 1947.
He died at Claremont Western Australia on 18th December 18, 2007.
Shanks Street
George Shanks
Shanks was born on 31st August 1902 at Lilydale the son of Thomas Arthur Shanks and Jane (Puton).
In 1928, he suffered a serious accident while at work at Cave Hill.
Shanks Street will open to the public in later stages of the development, so the street signage isn’t available for viewing currently.
